My dear Governor Woodruff:-
There is a matter in which many of our best man are interested in the Tenth and concerning which they have asked me to interest Senator Root and it is of sufficient information to our future to bother the Senator about. Would you arrange for a meeting for me with Senator Root the first time he is in New York?
I would not ask for this nor bother you did I not it consquent enough. With kindest regards I am Very sincerely yours
