My dear Mr. Woodruff:-
I take the liberty of writing you and making the statement that if a re-organization of the state machine is to take place very valuable time is being lost.
My basis for this is the appearance in Albany lately of the Odell men in large numbers. It is my opinion that they are growing stronger each day and the psychological moment may pass and the advantage thus far gained be lost.
You will pardon me for this note which requires no answer.
