I am in receipt of your favor of May 13th, and note that you favor legislation providing for untaxed denaturized alcohol for manufacturing purposes.
In reply I would state that the work of securing the co-operation of the manufacturers, and the support of the press, in favor of the adoption of such a system, has been placed in charge of the firm of Allen & Graham, 11 William Street, New York City, who are associated in this matter with the manufacturers of chemicals, hats, smokeless powder, perfumery, furniture, photographic materials, varnish, and various other articles in the manufacture of which alcohol is used. This firm is now arranging to bring all possible influence to hear on the next Congress in favor of a bill making denaturized alcohol free of tax. I have asked them to communicate with you in regard to this subject, and will be pleased to have you co-operate with them in securing the support of your Senators and Representatives for the desired legislation.
Yours very truly,
Received May 15 1903
