My dear Governor Woodruff:
I do not desire to burden you with requests for patronage because I know you have plenty of matters to attend to. However, I believe it very necessary if possible that the gentlemen whose names I gave you for places in the Comptroller's office be taken care of. In the Borough President's office I think a fairly good position ought to be found for Mr. John Cowan of Number 126 Vanderbilt Avenue, Brooklyn; also for Mr. Harry A. Sylvester of Number 189 St. Marks Avenue, Brooklyn. Charlie Kelby is very much interested in Mr. Sylvester, as am I.
